Stan Schultz founded Schultz and Summers Engineering (SSE) to facilitate water and wastewater design for private individuals, Sewer Districts and our many Municipal customers. To date, the company has assisted in the formation of 11 public sewer systems, and dozens of private systems. SSE provides design services for 29 Cities across America’s Heartland and has successfully assisted our clients in passing 39 bond issues totaling over $80,000,000 in public loan and grant dollars.

Since the company’s formation in 1997, Schultz and Summers Engineering has designed Extended Aeration plants, Counter Current Aeration Plants, Re-Circulating Sand Filters, Non-Discharge Lagoons, Aerated Lagoons, Facultative Lagoons, and Drip Irrigation Systems. These systems provide our customers with treatment ranging between 3,000 to well over 1,500,000 gallons per day.

As EPA regulations have become more rigorous our customers have come to depend on our technological training and experience to design more advanced wastewater treatment processes that meet the new stringent discharge limits. Also our close working relationship with many of the state and federal regulators has assisted our customers in navigating through the new regulations. Because of these new rules we have helped countless individuals and cities upgrade their existing systems so that they comply with the tightening regulations. In many cases, SSE has been able to provide Ultra-Violet Disinfection, Tertiary treatment, Phosphorous removal, and Ammonia removal, in order to get them back into compliance.

Schultz and Summers Engineering Does What Most Say Is Impossible For The Pike Creek Common Sewer District

POPLAR BLUFF-Schultz & Summers Engineering is proud to have been able to help, find funds, design and build one of the earliest Rural Development funded sewer District ever created in the State of Missouri. SSE has recently completed construction of Phase III of this multi-phase sewer district. The District originally encompassed about 6,000 acres but was expanded to over 8,000 acres and has a density of one house per five acres. Of the 1,700 homes in the District, over 630 received service from Phase I, another 375 were added when Phase II was complete, and another 200 is anticipated to be added when Phase III is constructed. With the addition of new subdivisions, the District now serves approximately 1,500 customers.

Because of the rural nature of the District many people said this project could never be done. Of course our founder, Stan Schultz, who cannot say no, put the SSE team in action and met with several community leaders to begin planning the future district.

Stan and the whole SSE team guided Mrs. Patty Boyers the chairman of the Pike Creek Common Sewer District at the time and the rest of the board through the long complicated process of developing a plan, designing a system, and applying for funding. The first order of business was to design an affordable plan for such a large district. SSE wrote the District’s Master Plan that evaluated the order by which areas would receive sewer service, what kind of treatment facility would be built and the budget for the entire project.

Next, SSE helped with the elections to form the district and pass a $6 million Revenue Bond. They also guided them through the application process and successfully secured over $5 million in grant funds from DNR, CDBG, and Rural Development through Phase II to match $4.8 million in loan money used thus far. Pike Creek’s current President, John McDonough said, “Schultz and Summers worked tirelessly to ensure that we were targeting the right agencies for the resources we needed to get our project off the ground. Their knowledge of the process and the people involved allowed us to keep moving forward." SSE handled the District’s purchase of a private sewer system regulated by the Public Service Commission, guided the District through an expansion election, and secured about 590 easements to date.

SSE also oversaw the permitting and design of the District’s treatment facility. The three-cell, aerated lagoon with disinfection is permitted to treat 2,300 homes and was constructed in two phases to ease the cost burden on Phase I customers. Complicating the permitting process was the fact that wetland mitigation and an Indian mound had to be addressed for the treatment site.

Stan Schultz added, “This project is why I started this company. The residents in western Butler County needed help with their wastewater issues but most engineers and public officials felt it was too rural and didn’t have enough customers to fund a large District spread over 8,000 acres. There were a few headstrong community leaders who didn’t give up and I was happy to join them in proving the doubters wrong.” He continued, “Today thousands of residents are living in a much cleaner environment with very affordable sewer bills and I’m thankful SSE had a small part in making this project a reality!”

Because of this project, SSE’s services have been sought out by counties, cities, and rural sewer Districts all over Missouri. They all know SSE has the experience, knowledge, relationships and drive to get things done.
